Maybe it was bcoz there is an option "auto switch to a crossbar" when you draw your weapon,
so when you activate Diurnal/Nocturnal = draw weapon = switching to bar1

Please check the hotbar setting window, beside this option,
you also can set which crossbar is hidden or available while with/without drawing weapon.
Tho you will be regret to check this window so late.. ^^;
