It's really strange. I try to keep everything on the one main hotbar, then use the expanded hold ones for everything else, as cycling between actual ones is too hard since you sometimes think you're on one and not the other and so on. Just with AST because there's more actions I think, or at least ones I want up front compared to WHM, I'm trying to make my hotbars work. So thought I'd stick the secs on the second bar since I don't typically flip between them. Sometimes for fun will Noc, swiftcast AH, back to Diurnal for the fight, but still easy to do on the second bar. Just tripping me up because I hit R1, hit Nocturnal and instinctively hit R1 again to go back to hotbar 1 meanwhile it already had me on it and now I'm back on 6!
