They do have a hands-off approach to the matter of cheats. This is exactly why they have a separate category for non-harassment related cases, such as bugs and cheating, and literally state they will not get back to you on those matters. This is so that they don't have to actively be there to respond, which is almost a complete detriment to the detection of bots. Detection of RMT accounts are fairly simple to go on, as it's based on activities pertaining to gil accumulation, storage, and RMT advertisements. Legit players do not bot for such matters usually, some do but it's rarely a 24/7 thing, like RMT would. Those legit players that do, tend to have a higher risk of detection. Given that for each server, RMT go through at least a hundred advertisement bots daily per server, imagine how many there are over the month including the actual gil farming and storage ones. The several thousand they report on is hardly impressive.
