Ps4 players can use mouse and keyboard too and vice versa pc players can use controller. It is really that big issue what your console is?
In some cases yes.
It's true that Ps4 players can customize their control schematic to function with keyboard and mouse, but some of the default programming is different in the Ps4 version of the game and cannot be changed, leaving Ps4 at a disadvantage. We don't have as much stuff we can tweak.
Also, the way hotbars are set up on Ps4 means that if you want to use a keyboard and mouse, you have to fully commit and do away with the controller. Reformatting your entire HUD loadout is a pain and one loadout does not work for the other (ie: using the default hotbar loadout with a keyboard and mouse would actually be substantially slower when cycling your rotation).
For the most part, I actually prefer my controller to keyboard and mouse for every job except maybe healing (because party targeting is slower), but these kind of mods that PC players can do puts me at a disadvantage. To compete, I'd have to re-teach myself how to play all of my jobs over again using a completely new control schematic. It's not hard to see that it's not ideal for us to be forced to do that.
The only way they could 'fix' this exploit without breaking the facetarget command is to grant everyone the benefits of the facetarget exploit in pvp without actually having to use it. It's kind of a sloppy fix but its still fair.

You can walk backwards faster by changing your control setup between legacy and camera based if I remember correctly. You won't be limited to the lock on speed of running backwards.
Honestly I've seen people do what you are saying but it hasn't stopped me one bit from getting ninja TA or dragoon positionals off at all.

Then the people you've run into are very specifically not doing what the OP is describing.
The OP describes a situation where some players are using software to rapidly press a keybind that has a macro that forces them to face their target. We're not talking about pressing the button a few times a second by mashing it, with melee able to get off their positionals if they time it right. No, we're talking an automated program that rapidly presses the key every handful of milliseconds. There is no getting off your positionals on such people when they're targeting you. It's literally impossible to do unless they have a severe lag spike (which stops them from turning for the duration) or they're CCed and unable to turn.
There is no "exploit" or "software that smashes keys by the millisecond". You guys are delusional. Auto face target it's there so players can get attacks off while moving. If you want stationary fights, target dummies are plentiful.
We are not talking about the Target setting that "Automatically face target when using action."
I don't think it would be that far fetched to have a program that can automatically face nearby enemies... the advantage of which would be that they can't get behind you to avoid blocks or parries (or get their positional bonuses), nor can your casts be broken by evasive movement... Which... is what this thread is about... It's not a complaint about people moving around in PvP.
