Because all of those things are:

A) not needed
B) a waste of resources
C) plain stupid (mainly the Egi AI)

It sounds like you want change for the sake of change. In the case of the ninja, lore wise they are trained to move differently to accommodate their fighting style and were added later than the original jobs so they had more time to work on them.

Ignoring the cosmetic stuff, having traits affecting your skills and character in such a way makes it far harder to balance the Jobs, and SE have done a great job doing that currently. I mean the fact you want to gimp other jobs and have an alternate and superior set of AI programming for one class shows how little you know about the game or how SE wants to build it.

It's been obvious for a long time they want a strict and controlled system they can finely tune and balance, adding unnecessary traits that make that system harder to work with isn't going to happen.

Faster raise? 99% of the time you'll be using swiftcast on your only raise every minute.
Longer range for targeting and songs? Completely unnecessary, there's no need to be further away, in fact it'll only make targeting you harder for other party members and if you're out of song range you are out of range of the rest of the party.
Increased melee range? Why? The whole point is to be up close, did your characters arms suddenly grow in length? Being further away only makes it harder to change target rapidly without DPS loss and hit positionals because it'll take longer to react.
Fairy move speed? Why? Absolutely pointless, you'll rarely move them unless they are eating cleaves and they aren't slow currently anyway.
