only ARR content will give you light for your nexus weapon. HW content (like lvl 60 dungeons) gives no light.
More like they don't want people using level 50 weapons for level 60 dungeons.



I know, That's why I was wondering if they removed it form a roulette that predates Heavensward
Maybe I should ask the different quests, the Roulettes themselves gave light right? not just the dungeons within?

No, you didn't get double lights from roulettes. It was still an efficient way to get tomestones while getting lights as well but now that's no longer the case because Expert only has Heavensward dungeons and you don't get lights from those.
Sadly the RPers still do it, like the DRG who has the full eso set with his zeta weap doing the weapon pose just cause the way your char looks is end game for 99.99% of these people at the expense of others
