Well, the thing is, there is no actual gameplay reason for RSE in FFXIV, as in FFXI each player race had both statistical strengths and weaknesses (tarutaru had the highest INT and MP but lowest HP, elvaan had the highest MND and STR but low INT, galka had the highest HP and def but lowest MP etc etc), and so the stats on RSE was specifically designed to compensate for those weaknesses (tarutaru RSE for instance had massive HP boosts), so it was the gear of choice for those who wanted to play 'unorthodox' characters (as in, Jobs that race was not really suited for stat wise, like a taru tank). Because humes had balanced stats (not excelling in anything but having no real weakness either), each piece of RSE had both stat boosts and stat reductions - equipping the whole set balanced out the reductions and gave only minimal boosts to compensate.
As the stat differences between the races in FFXIV however are trivial at best and virtually non existent by level 60, all hypothetical RSE would be good for in FFXIV would be glamour, and given it's just pallete swapped starting armour, a better option would be to make the existing starting gear dyeable.
So basically, RSE is one of those FFXI-peculiar things that due to FFXIV's design has no real need to be added here.
EDIT: Annnnd, I really should not skim read - I just realized the OP actually wants the appearence of FFXI's RSE to be added to FFXIV - which, as much as I liked my skimpy 'savage' gear, again it wouldn't work here, for one simple reason. FFXIV now has six races not five, and two races would not have any attire for one gender (male miqo'te and female roegadyn would miss out). As we're already seeing players complaining about gender-specific gear in the game, I really don't see FFXI's RSE being added.
Instead, I'd love to see more general FFXI gear designs added - Koenig's set (the wootz gear) and that Aht Uhrgan piece that I can't remember the name for showed this is indeed a possibility.![]()

Haha. Just for glamour and nostalgia purposes. But I would like them to maintain the race specific part. Come on, aren't we tired of looking like everyone else? Almost everyone with money is wearing the company tabard. And it's bad enough they're giving the Elezen sit pose to Miqote men. Can't we have a little distinction?

Can't hit the like button enough. The "starter" gear in this game is way to simplistic/the same to be racial gear, Au Ra aside, and not to mention unable to be dyed. I'd be down with having these again for my Elezen and Miqo'te.
