Law tomestones are used to buy iLVL 170 gear in idyllshire from the vendors near rowena, you can get these at level 60 by doing dungeons/roulettes.
ilvl 170 gear pieces can also be upgraded to ilvl 180 either using law tomestones to buy the upgrade items from the same vendors, or by using the seals obtained from killing hunt marks (obtained from the billboard outside the forgotten knight in Foundation).
After ilvl 180, there is esoteric tomestomes, which again you get from dungeon runs and roulettes, but these cap at 450 per week you again use these at the vendors in idyllshire and exchange them for ilvl 200 pieces.

There is also alexander normal gear/savage gear which you can look in too, with savage being the current high end game content which generally requires a static to complete.
