Probably Monk?
Monk attacks have low potency but with stacking greased lightning, you increase damage and attack speed significantly so that it makes up for the lower potency.
I guess a close second would be Ninja, but Ninja is more about keeping up dots and weaving oGCDs into the rotation.
That's the description of Monk, aside from the damage building up but they go into building that damage over time instead of letting it burst on the enemy after a while like you seem to depict. But pretty much what the poster above said, either Monk or Ninja is what you're looking for.
Unless you mean a figurative description which only comes to mind Bard where some of the animations make it seem like you're hailing your enemies with arrows and death by multiple arrows piercing them.

BRD used to fill that niche, but not anymore since they have an ability that effective takes out their auto attacks which essentially eliminates that feeling of many hits. You unfortunately don't have much options for ranged in that regard, unless you were to play BRD/MCH without using WM/GB (not recommended for raiding)
As others have said though, MNK and NIN have effectively faster hits which also pack quite a bit of potency behind it.
