I hope you got your clear! I was going to suggest party finder as well. I've helped all my FC mates clear this instance. When we don't go in with a full party, even queueing as tank and healer, we've had a fifteen minute wait.

No, sadly you are right, no one goes back there if they don't HAVE to, because that dungeon is just horrible and has no redeeming value to it in comparison to the amount of time and effort you have to put in.
Although I'd rather not get thrown into it through roulette, in general I support adding it to a roulette. Only problem I see is that it's for lvl 60 while the current main scenario roulette is for lvl 50. You don't get anything useful but exp for the main scenario roulette, so why would you do it with a lvl 60 character in the first place? So if ARF gets added, there would need to be some incentive for lvl 60 players to run it.
Also, about the OP's specific problem:

Even if some people are inactive right now, if you can't even find 2 people in your FC, the guys who are kind of supposed to be closest to you ingame, to help you out, I'd seriously question if that FC cares enough about me to stick with it, if I were you.
I had a lot of fun there. Friend of mine accidentally queued for that once and we got in, and just went for it so not to leave the poor random bard waiting. Still was fun and I wish it had a place somewhere in a roulette.
It needs to be put in the main scenario roulette asap. This is the situation roulettes were made to prevent in the first place. -_-
Guildhest roulette has 4 mans and an 8 man so it shouldn't be too hard to code MS roulette in the same way. Just bump the reward up a bit for max level characters, lets say 10-30 esoterics.

I'd be in favour of this being added to the High Level, or even Levelling Roulettes. As both are currently the setting to run for Law on a max level character as is, and ARF is something like 100 Laws as is.
But I sadly don't feel it'd fit in with the Main Scenario for one reason; Guildhests.
When you queue for the 8 man and a few of the 4 man Guildhests, it'll always favour the 4 mans first. And while I personally don't mind ARF (Still prefer to run this to others for Law on my alts), there are many out there whom are now accustomed to the speed runs of Prae, Cas and Cape.
@OP: It may sound like people are being a bit rude by suggesting that you find a new FC or use the PF, but they're really not. It's more a case that too many come to the forums to complain about something without trying all their avenues, and this is really frustrating to the regular forum goers. Especially when most try to offer helpful suggestions, and are shot down by the OP's saying things like "But I don't want to do it that way. I want to do it my way. So your way sucks!" in whatever format they choose to say it in.
In this thread alone, even though you didn't ask for it, you have two people willing to help you out. Which is awesome. I'd have offered to help were you on Excalibur. Next time you're having trouble getting a run for something, instead of coming to complain, perhaps come to the forums and ask.Cause as you've just been witness to... people WILL help.

No. This is not true for FFXIV, where most content is solo and you get your group action from a queuing tool that works cross-server. This is not like older MMOs, where servers developed real communities. It's more like MacDonald's Drive-Thru, where you queue up, do your run, then never meet those people again.
And if for some reason that's not accessible, you find your food elsewhere.
The McDrive-thru isn't the only option for you to eat. Likewise, you can find groups elsewhere in this MMO. DF is only one tool to use.
That all being said, the instance should really be added to a roulette. The Main Scenario one, perhaps.

I am curious to see how roulettes will change for 3.1. The issue I see with MSQ roulette is it rewards exp and poes, both of which are useless for 60 - so why would people queue? When we get new dungeons for ex, where will the current go? Will high just end up amassing tons? Will an eso bonus go to high? Would be nice to put ARF in ex, keep the current two, and add new.. Giving 5 possibilities. Kinda doubt it'll happen though..
I did not use enochian on my first run. I used the ARR rotation. I've ran it three times..very hard to get it through DF. The reason being is this dungeon for no reason at all, has NO drops. The sheer length of this dungeon is insulting due to that.
By the way two of the three times were for fun because IT IS fun, are you are missing out if you didn't get to the last "boss". I'm one of those people that queue for stuff people rarely do more than once as I find it fun(Ultimate Weapon HM for example..)

I've seen a number of 60's running High Level. And the majority of the time, when I ask, they're either running with someone in the group, or for the 120 Law bonus. When they are running for the Law, I remind them of ARF, which a lot tend to forget about. That's why I think having it in High would be a good idea. But, baring that... the Levelling Roulette's also a good choice, as it's 100 Law on it's own, already.
