Maybe, just maybe, those people are among the Bards on this forum who complained about how they hate the cast times of WM and were told on this forum "just don't use it" because "nobody relies on the Bard for DPS".
Out of curiosity, and I'm pretty sure the honest answer is going to be no, have you ever bothered to ask them directly why they're not using it? Or did you skip to just asking completely unrelated people here to speculate on why random people may not want to use WM?
Of course, anyone that isn't playing at 100% of their capability at all times doesn't have a right to complain about a Bard not using WM because a slacker shouldn't complain about slackers.
So it's actually far safer to assume that their usual is 100% of their capability because anything less is hypocrisy.
You should keep WM and GB up 100% of the time as you have to physically turn it off. And other buffs it is not impossible to keep up 100% of the time....
Not needing to use it 100% of the time, and not using it AT ALL are two totally different things...
That said, unlike buffs such as Huton, Blood for Blood, Internal Release, etc... Wanderer's Minuet and Gauss Barrel are able to be Toggled On and Off more or less at will and will remain active indefinitely unless toggled off. There is just really no good reason to have Wanderer's Minuet turned off once you gain Empyreal Arrow. Even citing the reduced mobility due to the cast times isn't a sufficient reason to leave Wanderer's Minuet turned off for any period of time. It doesn't matter if you have to stop applying DPS pressure temporarily so you can move out of the radius of an Area of Effect Attack, what matters is that Wanderer's Minuet increases overall DPS while you are actively attacking... PERIOD.

I think the BRD in question just had not done his job quests... ^^;
I use WM for the mobs, but during Boss I use for boss and remove for Adds. because they have to be removed quickly and you cant move and shoot with WM on.
Sure you can... you can move and shoot.
I mean, it takes practice. Like, for Neverreap I used to take off WM for the windy add phase, now, the millionth time doing it I don't need to anymore.
Though
I removed it less because "they need to be killed quickly" (they would go quicker with WM on since it's more damage) and more because of "there are fifty goddamn tornadoes in my face and that stupid snake keeps bodyslamming me".

^^ this and only this was the reason at the start I didn't have WM on after ~50% of that fight. Now I sleep through it with WM on.
