You need to consider that non of the new areas of the expansion was touched by Dalamuh's fall. Also Azys la is reallt far away from the Aery.
If the allagans wanted something with dravania they would have done it thousand of years ago. I think you are mistaken.
It's possible that it's 1 Astral Tech considering it's in Nidhogg's layer. With The Allagan being 3rd Astral I bet they based alot of their tech on 1st Astral Technology like the infamous Eye of Sabik that the Ascians gave them seemingly with out explaining how it worked or where it came from.

It’s become a bit of a rumor that, in the Aery, you can see what look like debris of Allagan restraints. But that just blew off of Dalamud in the Seventh Calamity. It’s an interesting fate that one of the things that once bound Bahamut would end up here, isn’t it?

I had a good giggle at that one.
I'm still trying to figure out why anyone would have thought that was a good idea. At first I thought it had to do with that other boss in Haukke Manor but the lore read otherwise. So, when or where did this interestingly bad idea occurred is still a mystery since the first journal talked about how he took a fresh corpse to act as a body for a void sent.. That sounds a little like what that crazy chick tried for her fiancé in Tam-Tara. But with less "H" overtone at the end.

Not completely. Its still quite possible that its presence is relevant.
I still have a theory that Nidhogg's rage stems back all the way to the time of the Allag. His dialog in the cutscenes makes it clear he didn't like the mortals to begin with. Considering all the other ruins in his lair he could have collected the Allag wreckage to simply further remind him of why he hates mortals.
