Steps:
Completed all steps leading to the Ceremony Of Eternal Bonding (name: Ties That Bind), including making sure ceremony plans matched, both had wristlets equipped, had made a reservation. We Spoke to Etoinelle, she provided me with the option to "Proceed to the Ivory Chapel" while Arisu did not receive that option even though I had examined her and she was wearing the wristlet(she in fact reminded me to have it on so I had it on as well). Guests were in the waiting room, I was able to move to the preparation chamber, she didn't see that option, we've since rescheduled.
