We have NPC ghosts in the game (like Edda and the ninja in La Noscea), they appear super rarely and vanish instantly when you get close to them.
NPCs like this Au Ra are just "normal" untargetable NPCs to make cities and the like feel less lifeless. Back in Revenant's Toll there was a blonde Miqo'te dressed in white who was always searching for her blue carbuncle. I found the carbuncle sitting on top of one of the stands but could never tell her since she's not targetable and just vanished at some point when I followed her around hoping it was a secret quest
Maybe she did a race change for HW and leveled up and is searching for her carby in Idyllshire now, because I also notice a yellow carbuncle sitting on a table in the middle OR at the more remote retainer bell, patiently waiting for its master.

In Limsa, there's this really rude untargetable Roegadyn woman who always starts chatting up the vendors I'm currently talking to
Oh well, point is - not ghosts, just normal NPC people living their daily lives.

Oh Ruby is still getting lost around Rev. Toll! And that Miqo'te still comes out sniffing for her.
She vanishes by going inside a building you yourself cannot enter.
I do enjoy the presence of these types of NPCs. Adds some life to the world.
