Completed Arcanist Lvl 10 quests, but can't switch to Culinarian

I followed instructions and completed all the Arcanist class quests through level 10 (my toon is level 14). However, each time I try to switch to the Culinarian class at its guild, I'm told I need to complete my Arcanist level 10 class quests!

Could someone please explain what's going on? I tried asking for GM help, but they were worse than useless.

Sounds like you haven't completed Tactical Planning so that you unlock the Armory System. After heading to Summerford and killing the goblins you speak to the Miqo'te again and then go back to the guildmaster and claim the guaranteed and optional rewards. Should get some message about the armory system that is unlocking the ability to change jobs.

Don't recall if there is also a main scenario component to it as well. Might be, so if you aren't caught up there you may need to advance that some as well.
