Skill cooldown bug

All of my off-gcd skills like raging strikes, bloodletter, berserk, etc (regardless of class) have an extra delay to it. For example if i use circle of scorn (pld) then wait for it to cool down, the skill icon will flash indicating that the skill is usable again. But when I press it, the skill cooldown timer resets by a fraction, icon shows counter, icon flashes, only then can i use the skill again. The amount of time the skill timer resets is proportional to the total cooldown timer of the skill. To put it in perspective, a skill with a 30 second cooldown can be used after 31 seconds while a skill with a 180 second timer can be used after 184 seconds (rough estimates). It isn't a latency or lag issue, I'll use bloodletter as an example. If my archer dots crit and reset bloodletter, I can use it right away. If bloodletter doesn't reset due to dots critting, it behaves the same way my other off gcd skills do where it resets the timer for a fraction and I have to press it a second time to use it. Sorry for the odd viewing angle, windows game bar isn't recording ff xiv for some reason (another issue, but one at a time) so I had to improvise. This seems like a minor issue, but it throws off most of my rotations and am now hesitant to join Alex savage raids because of this. Please help me.

Could have a sync issue against your RTC. Have been known issues with Windoze since the HPET options started showing up in our BIOS menus. Can try toggling it in the BIOS or forcing Windows to use only HPET when it is enabled in the BIOS (on occasion things like micro-stutter and clocks slipping slightly off over time have been attributed to mismatched RTC methods between the CMOS and Windows software clocks).
