Only if they are not event rewards or Golden Saucer prizes. Those tend to be character specific and not account bounded.

...You mean that you hope they are in the Aesthetician menu? I mean, if they were only in the character creator and not with the Aesthetician, you'd have to use a Fantasia to select them on a character ^_~
But yes, so far all released hairs -- unless they've been event-specific (FF13, Eternal Bond) or MGP-bought -- have been both in the character creator and with the Aesthetician.

It's been confirmed in an earlier thread that the afro is unisex. And yes, the second afro is indeed on a female lalafell.

and most of them will have a clipping issue with most of the headgears.

Well, I love my hair and I suppose it'll continue to be my favorite style, but I think these new hair styles look awesome

I don't think they've ever introduced a race specific hairstyle in a patch, have they? If anything they've made some of them available to other races.

That's what they've actually done during all but one of the 2.x patches. They release a new hairstyle for one of the races, and the hairstyle from last patch is made available to all other races. The only exception is when they released the Hyur-specific hairstyle (the long male hair with the band across the forehead, and the female dreads) -- it was only available to highlander hyur, not midlanders.

So the only race that hasn't received a temporarily restricted hairstyle is midlander hyur. I'm still waiting for that one, and I'm not even playing midlander ^^;

But it seems they've ceased that now, since the hairstyles released in the last patch before HW was made available to all races from the get-go. (I guess they figured they'd given all races their chance to be a special snowflake... poor midlanders ;_; )

And I agree with OP about the texture on the afros O.o I'm not too keen on that hairstyle to begin with, but... It kinda looks like they're wearing a really thick knitted/woolen cap D:
