Trained Hand is USELESS

Trained Hand is 150% at 100%, why waste 32, in an skill that doesn't take advantage of my Inner Quit Stacks but Puts me in such bad place to complete the craft.

I wish it was a more useful in the game, simply put its a waste of a skill and if you can tell me a reasonable use I would reconsider my notions.

Here what would entice me to use TH, first Lower the CP use to 10 or 0, next buff the control usage; it If I do proc it the best numbers are 5-9, at the lowest stage of Byregot's. But Doesn't use the inner quit stacks. please improve this skill
