If it was more reactive (less animation-locked) than, say, Tera, with more of the skills fluidly and determinedly mixable into each other, and with more complex and cumulative gameplay that were thereby more forgiving of split-second events, and with greater nuance in meeting those events... then I'd definitely prefer action-based combat to GCDs and oGCD weaves by it simply being more intuitive and open to ingenuity.
