no, it just means over an infinite number of matches the average xp per match will trend towards a range around 2nd place, assuming you have no control over your teams performance, naturally (and obviously) this means premades are always an exception to this
And here I thought i was doing something awesome for getting a large chunk of XP, but instead it was because I sucked.
Only kind of. Losing consistently gives more exp than winning every other match. If you get 2nd place eight matches in a row, you'll build up your EXP bonus and gain a decent amount. If you get 2nd place 3 matches in a row, then get one 1st place, then get three more 2nd places, you'll wind up with less EXP because that win in the middle reset your bonus chain.
Of course, getting 1st eight times will still net you more EXP than getting 2nd with the bonus would.

1'st Place: Resets the EXP bonus.
2'nd Place: Does not increase or reset the EXP bonus.
3'rd Place: Increases the EXP bonus.
All places are effected by the EXP bonus you currently have. So, a 1'st place with a high bonus might give 600 PvP EXP, then the bonus is reset.
Fairly sure the maximum EXP bonus possible is 50%, resulting in 600, 450, or 300 EXP depending on place at the end of a match.

He's referring to increasing the loss bonus. So every 3rd place loss is an additional xp bonus boost (which you still retain if you get 2nd place, but don't increase), and it all resets if you get first place.
Ah ok, didn't know that it wouldn't increase if you had 2nd. Thnx dude.
