Can rage of halone be changed to reduce STR and DEX?

I know this is a little thing since not many enemies actually use DEX, but they do exist and it seems weird that PLD can't effect them with RoH, could a DEX down effect be added to it as well? Mainly a PvP thing, I find it weird that we can't weaken ninjas.

But there are monsters too, enemies that use bows, shiva's bow stance (dunno if this runs on DEX but I'd imagine it does). It's all physical damage which is supposed to be PLDs thing so it should reduce both. It's not like There's any magic damage that runs off MND or PIE so that DRK's INT down doesn't effect all magic damage why should PLDs?
