Probably not for a long time if ever. It's still very new and would be a lot of work (currently anyway) that would affect almost none of their current subscribers. Also they just pushed the DX11 upgrade after a very lengthy time in development.
You might want to look at this article comparing DX11 and DX12. Right now it looks like not everyone will see a performance improvement. There is only one game that supports DX12 at the moment, Ashes of the Singularity. And that's what this article basis it's finding on. So it's still early to early to come to a conclusion. But right now the results are mixed. So clearly a "no brainer" it isn't. Besides the DX11 client provides much more constant performance than the DX9 client. I'm don't think a DX12 version is necessary.
