Steps:
1. Join Party
2. Use Astrologian "Synastry"
3. Use "Time Dilation" on target
4. Time Dilation extends the duration of Synasty on target by 15 seconds making it 35 seconds of Synasty, however because it is a shared bond it expires on the caster at the normal time of 20 seconds

Not a bug. Synastry lasts as long as the lowest timer is. In order for Synastry to last for an extended duration, you must use Celestial Opposition and have it extend both yourself and the Synastry'd target, thus having a maximum of a 25 second duration.
