    Duty Finder and PVP queues

    Frequency: Always

    Background
    PVP queue times are not constant. The Duty Finder is not prioritizing queue order when choosing players for a PVP match, especially so when accepting players for an "in progress" game. This causes PVP queues to range from instant to over 60 minutes, sometimes resulting in players being caught in what is deemed "queue hell".

    PVP and "in progress" queues
    Steps:
    1. When a match ends, it can be assumed a new match will start shortly after.
    2. Match #1 starts based on whoever was accepted into the queue.
    3. Players A and B queue for the Immortal Flames and are waiting for a match.
    4. The Immortal Flames have one player who missed the queue for Match #1. After a minute or so, it attempts to fills that spot.
    5. Player C queues for the Immortal Flames and gets an instant "in progress" queue despite players A and B having queued earlier and not yet in a game.

    Testing:
    Over the past few days I've been testing this. I normally have queues that last anywhere from 20 to 90 minutes. Rarely faster. However, based on these steps I've successfully gotten instant queues at least 90% of the time by waiting 3 minutes after a match finishes and then continuing to queue and withdraw until an "in progress" queue pops. An "in progress" queue will usually be available within 1-2 minutes.

    Expectations:
    The PVP queue should be first come, first serve. Player A should have gotten the "in progress" queue because their priority should have been #1 based on time of queue.

    Assumptions:
    It is assumed that the duty finder creates a lobby for a game which it tries to fill as other people queue. In the above example, players A and B are likely thrown into temporary lobby for Match #2. Once they are here, they lose priority to other players who queue when a previously spawned Match (#1) needs players.

    PVP queues, in general and Duty Finder
    Problems:
    Based on the assumptions, this is a greater issue for all PVP queues. The above is an issue because it is very possible that the lobby that is created for Match #2 is not filled for a variety of reasons and even possible that Match #3 may commence before Match #2 is filled prolonging the queue for players who should have priority.

    Resolution:
    Time of queue has to be the highest priority for pulling people into "in progress" games and when creating new games. The queue should not be working as intended when people who have 70+ minute queues are getting into the same game as someone with an instant queue.
