Yep it refreshes Enochian at a rate of last duration refreshed - 5 seconds. It's the only way to maintain Enochian full-time, which once you get Fire IV is mandatory.
Well you use it to refresh Enochain till the Enochain button is clickable again
hm... not sure if i follow. the tooltip for Enochian says it reduces the duration by 5 seconds every time it is over-written. however, every other cast of Blizzard IV i see the duration increased by 3 seconds. i don't seem to actually be able to maintain Enochian.
OH okay! i got it. when first reading the skill info i had thought something like keeping Enochian up would be possible. it was a bit exciting, but the tooltip was confusing. now i have it figure it out... i was just using Blizzard IV too often and built up the diminishing return too quickly. i think the tool-tip could be a little clearer :/

Yeah, the tooltip is really poor because all it says is "Enochian" in Blizzard IV's tooltip. Only in Enochian's tooltip does it say that each time Enochian is overwritten its duration is reduced by 5 seconds, but it only adds that note after you learn Blizzard IV, so it's just incredibly poor design planning.

Bliz 4 is useless til 60.
If you want to loose 5% dmg 50% of the time once you learn it, yes it is useless

@OP: Start casting B4 to refresh enochian once the timer on the buff reaches 4-6s, if its 3-1s only a Swiftcast+B4 will help. Until lvl 60 all it does is let you do 5% more dmg but @60 its essential to be able to cast F4 ^.~
While those times are about right for casting blizzard IV, keep in mind that you'll already need to have some form of umbral ice going to cast it as well. If nearly out of mp (ideal) then blizzard III like you're used to, or transpose into UI1 in a pinch, but your mp won't refresh very quickly.
Before 60 I found it a bit helpful to try to keep enochian up all the time, at least helpful as practice for 60 when it's actually important. Before 60 it's probably still good since you can just use blizzard IV following blizzard 3 and keep the buff up fairly easily. Unless you clip it severely you should only need to refresh 2-3 times per use of enochian to have it up 100% of the time.
Even if you clip both refreshes by 10 seconds you still have a total of 20 -> 15 -> 20 = 55s total running, the last 5 seconds you'll probably spend in UI to refresh to 100% and reuse Enochian to 30s anyways ^^" But stuff like that usually only happens in movement heavy fights x.x
Before 60 keeping Enochian up is way harder then @60 because the Mana Pool there will last you for exactly 5x Fire IV + 1x Fire I to refresh AF (if you started with 100% MP), after that you usually can go -> B3 -> Thunder 2 -> B4 -> F3 rinse and repeat
You'll get the hang of it, until 60 it doesnt make much sense but gameplay of BLM changes completely once you get there
