    People didn't use fireworks and still got the Tri-color Flag. (look at achievement pages)

    Only thing I've noticed is people usually get the Tri-color one before they get their single flag after joining a GC. So, there has to be something done before people join a GC.

    My only guess now is spending seals at all three GCs before picking a GC to join. Since that is the only thing I have not done, and unable to do after joining a GC.
