No, but pepper isn't a garnish, it's a seasoning. Pepper of any kind, ground or just sliced changes the taste of the dish completely.

When it says ripe peppers its talking about either the vegetable or in fact chili type peppers, which yes when ground is a seasoning but it doesn't say ground pepper.

While peppers themselves may not be a garnish. Typical shish kebob is a heck of alot better looking and more appealing (garnished) when peppers are added.
