I didn't specifically say ground. I said ground OR sliced. Even a sliced pepper, when put on the stick with the rest of the ingredients(again, this is a kabob recipe) will mix flavoring. That's not garnishing. If you're going to garnish something, you're typically adding it after it's on the plate, like parsley flakes or a drizzle of a very mild sauce around the food, but never touching it just to show less white on the plate itself. Garnish is not part of the recipe, however using a ripe pepper on nothing more than a stick, is part of the recipe itself.
