    I'll leave it up to SE to decide if it needs adjusting. I'll end this here with - Yes you can garnish and season with the same ingredient. BUT, that makes it an ingredient due to the fact that you're using it to add to the taste/texture/flavor and not just to make it look better. If that's how it was intended, the recipe needs to be adjusted, if it's not how it was intended, it needs to be taken away from the description as pepper, while yes it can be a garnish, it will ALWAYS change how the meal itself tastes.
