Because comparatively speaking, it is in a poor state. Hell, Heavenward altogether was brought to us in an unfinished state. It brought nothing new to the table in order to expand on that "jack of all trades" title. What did we get? Like they just skipped everything about the endgame, and sold us a half-baked game, 3.1 is what Heavensward should have had to begin with. Verminion? Something I expect with an expansion. Airship exploration? I expect that with an expansion too, not a jacked up retainer. Relic weapon? Again, should have happened with the expansion. Void Ark too, why was this pushed back to 3.1? Labyrinth was pushed back due to balancing issues, but it was already complete so to speak, why did that incident set the standard? I'll tell you why, it's because are more than fine to allow SE to get away with less than needed. Get what I'm saying? 3.1 will "complete" the experience so to speak, but Heavensward should have been delayed further if this is how it was going to launch.

The expansion should improve on the base game in every way possible, not replicate it. It should be the what TBC was to Vanilla WoW, not a better alternative to Warlords of Draenor, the worst expansion in WoW's history. I've said all this before anyway.
