This is just a rough idea.
Armor - Leather
Weapon - Whip
Unique Class Skill - Capture / Release
Tank Stance - Ride the Beast
Class Skills - a mix of skills for the Tamer / Beastmaster to use individually and a assortment of skills to use with their pet.
The Class would be similar to arcanist in that it's a companion focused job. You the Tamer later Beastmaster, must capture a monster of your level or lower to first be your partner thus taming it. You accomplish this by fighting said creature and weakening it to just under 20% health then using the Capture command skill attempt to dominate it and thus making it obedient to you.
After capturing a creature the creature is then available to use in combat. When not using the "Ride the Beast" skill the creature fights independently of you using whatever skills it has at it's leisure, and allowing you to fight as you design thus its kind of a secondary dps mode. When "ride the beast" is used the Tamer either has the creature sit atop their shoulder if smaller or if larger enough the you mount the creature instead. In this mode the health of the two are combined in some way to have a normal expected hp level for a tank of their level, they also act as one unit and receive a damage reduction of about 30%. Attack Power and all other stats are derived from the Tamer.
Not all creatures would be capturable though. Creatures in fates wouldn't be capturable, and Capture and Release wouldn't be available in Dungeons/Instances/Trials ect ect. Humanoid or Beast Tribe creatures cannot be captured.

You can only ever have 2 Pets. You have to release one in order to capture a new one.
Certain Passive benefits vary from monster type to monster type. All of which are only available while using Ride the Beast. Example: Constant Regen when paired with a Plant Type Pet. Elemental Resistance Increase when paired with a elemental spirit of matching type. Str and Vit Buff when paired with most Beast type creatures. A Skill Speed / Evasion Buff when paired with most Avian pets.
