Adlo didn't change.
Whenever Adlo crits, the shield(Normal)/heal(Emergency Tactics) is double the amount of the crit.

And this is technically a buff. The only way you ever see a 25% hp heal recovering more hp than a 600potency heal is if you have a warrior in all VIT gear and 5 stacks of defiance on. Even then, the new Lustrate still heals more when it crits (which is fairly common given how SCH gears up now).
So to add to the confusion, yes, those people asking for a buff to lustrate are actually asking for a nerf. Granted, players actually have to stance dance to use Lustrate most effectively, so maybe they're just asking for an easier class to play.
P.S. I personally think lustrate should be "buffed". A nerf designed as a gameplay tweak might be good to make more diverse raid parties. Every raid has a WAR and SCH now.

They're asking for the % heal because they can't be bothered switching cleric's stance off.
(Lustrate got buffed on all but 1 class, but can crit now so its even better. Allot of people want Dissipation to be less of a last ditch effort and more like a Divine Seal or a Presence of Mind (Increase dps or increase heals.) The only thing I would really want out of it is a decreased duration and maybe decreased cd. After using it for so long and seeing so many people acting like changing it would cause all other healers to lose their hold in parties, I'm fine with it, as is. It could be more interesting, but burning a swiftcast is an alright trade.
On topic, emergency tactics is used once a shield is up, to help catch health bars up to max. Succor >ET>Succor or Adlo>ET>Adlo. It is also very helpful in rescuing a DRK from Living Dead. Astros can do something similar by using Nocturnal aspected Benific followed by Benific II.
