the marked one is for the access to ishgard. But machinist can learn everybody in Ishhgard who is too weak for the other classes/jobs.This, ironically and paradoxically, translates to players as:
"The only way you can play MCH is by first leveling another class to 50, and saving the world by beating the Garleans, several primals, and an Allagan weapon that was tampered with by creatures that want to destroy the planet. But anyone can totally do it, you're just lowering yourself here."
MCH story is dumb.
Physical strength I'll give to Monks followed by Warrior.
Overall strength? WHM and BLM at their peak. SMN is a runner up.

I'm not wrong though.
The only way for a player to become a Machinist, is to first unlock Ishgard. Which requires them to be another, better, more accomplished class/job first. It's really counter-intuitive to the themes and message of their Job's story line.
Well one thing the MCH Job storyline mentions during the first quest is that it hints the WoL has a head start over other MCH. For example, A Limsa starting WoL would be mentioned to be a Limsa adventurer implying he or she already have some skills above other people with a Gun. So most likely compared to other characters the WoL is the only ones that start out as lvl 30 while the NPC start out as level 1.
