Uh no. Bole is a guaranteed 10% damage reduction to the recipient every single time it's used. E4E is purely up to RNG, and the percentage of it proc'ing is only 20%. If it doesn't proc, it doesn't mitigate any damage.

The chance is high enough and the duration long enough for Eye for an Eye to activate at least once, in my experience at least. If you cast Eye for an Eye when Ravana spends the next 20 seconds channeling some Liberation, you've really only got yourself to blame (And in that case Bole would also be useless 66% of its duration anyway).

If I'd have to choose, I'd always pick Eye for an Eye, maybe preferring Bole for encounters like T4/A2 because Eye for an Eye might take a while to affect everything.
