    No, it's rank 25. You need r22 to get the starting quests, but to continue in the company you need to be 25.

    I would recommend before you pick your grand company (officially that is through the game) spend the seals from the others ones because you lose them once you join the gc you want to join save the seals for the gc you want to be with.

    For anyone still having trouble with this, be sure to "small talk" to the guy in the middle of your GC counter, he'll give you a one time pay out of 5k seals that will cover your chocobo and more. Only available during foundation celebrations though so be quick!
