You should specify your ISP and the times you typically experience connectivity issues.

If you're on Verizon FiOS, it's extremely common for subscribers to experience severe packet loss in FFXIV during "prime time" (evenings in your area). FFXIV seems to be mistakenly flagged as a P2P service and throttled by certain ISPs, FiOS being the biggest offender. If the issue is localized to a certain time frame, what you can do is try using the free trial of a VPN service to connect to FFXIV, such as Pingzapper, and you should notice an improvement immediately; that is if it's a routing/packet loss issue (looks likely since ESO/TSW and other services work fine at the time you're experiencing these issues).

Also, you can use WinMTR and a run a traceroute to the server you're playing on to check for Packet Loss.
Here's the IP for Balmung: 199.91.189.30

Those addresses at ARR Status aren't entirely accurate. Some of the ones listed aren't even servicing a world atm. SE has re-assigned them several times since that site went up, and each world can be served on multiple IP's (we've seen up to 3 reported for the same world in some threads). Since they split us off the the lobby servers at launch, my client has used 4 different addresses (.25, .28,.31, and .30, which I've had since the last revamp in the spring).

If you want to test things to the address you actually use you can get it by running netstat or Resource Monitor (resmon from search/run box) once you have logged fully into the game.
