It is pretty weak compared to the caster LB, as that one is a lot more difficult to dodge. And not only that, but it doesn't even work on a slight slope.
A possible solution:
I think the LB would benefit from being widened a few yalms, or increasing the damage dealt by ~20%. Most of the time, it'll only hit a single player that you bind beforehand, and still only take about 40-70% of their health. The old healing LB was certainly much more useful.
A more creative solution:
If SE wanted to give us a more "support job" feel, I'd personally be happier with a LB that brought everyone's mana/tp back to full within range, or even give everyone within range a 20 second movement speed buff (like Swiftsong). There is so much room for creativity in PvP, I wish SE could spend some more time on it.

It is kinda funny that players was not happy before because bard lb was healing lb and now once it is damage lb it is not good either.

I don't really think its the player's fault for being given a mediocre LB. I think most Bards/Machinists would still prefer a damage LB over healing, but only if that damage LB is worth it. In terms of usefulness, the old healing LB was better than the current damage LB.
We weren't happy before when they had healing LBs for PVE content, where it was not really beneficial, unique nor line up with ranged DPS's functions in PVE. On the other hand in PVP the healing LB makes much more sense, placing ranged dps on more of a supportive role. Though I wouldn't like to get the same healing LB as before (purely because the healers already have it), it at least serves a unique function rather than a watered down shitty version of the caster LB.

Definitely prefer it over the healing LB. I've gotten kills in choke points, helped clear out ppl tagging the nodes, and more often than not, secure a kill with Shadowbind+LB. But just like the caster LB, its gonna take a stack of 2-3 in order to take someone down from full health. It hits for 4k - depending who you're hitting and if they are wearing fending accessories, you can kinda gauge when to use it to secure that kill. Just make sure to bind first.
Sure you can occasionally get a kill from it, but Compared to caster and melee lb its weak. I like the idea of a true support lb. haste or damage buffs would be badass.
It's useless, lowest dmg and begins from melee range, unlike caster lb which can be placed from relative safety
What we expected: eagled eye shot
What we got: blindfolded cannon fire fitted with rubber balls
Mch/brd have only single target bind or stun
Blm has sleep freeze night thingy
Smn has tri bind
Leaving caster lb to hit more potential targets, where as range lb requires the rest of the other team to be extremely stupid

Let's not forget that wonderful thing call "Lag". With caster limit break, I can take 10 steps out of the circle before it disappears it boom still get hit. BRD/MCH limit break, it just one step shuffle to the side... miss.
It should be like Eagle Eye Shot. Instant hit. If they want to keep the fancy charge animation that's fine with me.

In my opinion, it's easily the worst LB you can have in PvP atm. The range is a joke, the damage is lesser than that of a casters (who has better range), and its essentially a giant "kick me" sign because they can trace the AoE and pick you out from the crowd, knowing you're stuck with animation lock for the time being. The amount of times I get kills with it is exttremely far and few inbetween (which might as well be kill steals because they're near death anyway or overlapping with caster LB...which surprise, caster LB does a better job of)
