No matter how they did it I can see it having a negative effect on PvP gameplay. If they offered the exp as a end match bonus, like the PvP rank exp, than you'd get the eso farming mindset of "let's just lose and get our reward." We already get enough of that crap as it is.

If they offered Exp for kills, you'd get a herd of people who do NOTHING but chase enemies and forget there's an actual objective to this game mode. Again, we also get enough of this. People always get swept up and chase, so it would be a terrible idea.

Lastly, and this is the big one, this would have to be implemented in PvP game modes that are below level cap. Obviously, you can't que for a lvl 60 PvP match at lvl 30. You'd be totally screwing your team over, for one, and you'd die the second you came across a lvl 60 player. So that would mean they'd have to implement Frontline game modes at lower level increments. I can see this complicated the que process in a lot of different ways.

The roulette would be utterly destroyed. It already has a longer que time than direct queing for Seize because it tries to sort you into the empty lobbies for the occasional person who attempts to que for secure. Imagine if it had more game modes to pick from and try and find a match in. The little gremlin who turns that Duty Finder wheel would have an aneurysm. Even if it did work, we'd be dividing the PvP player base between people trying to level classes, and people who want to compete at their top level. This might work, maybe, if GC restrictions weren't in place, but, as things are right now, the ques are already terrible and this would only make them worse. There's just not enough PvP'ers to make something like this feasible for ques.
