It won't even have much of an indirect effect, as one can still play poorly with a parser running without needing to improve, because others will not know they are doing poorly unless they use a group parser or micromanage someone else's skill usage.

I won't disagree though, you're right to a degree in theory. But people are greatly over exaggerating the effect an official personal parser would have on the community. Not much will change in practice until SE allows group parsing and investigates harassment cases related to it thoroughly, with appropriate punishment if needed.

Because let's be honest. A PS3/PS4 player can already get a parse by asking a PC player if they really want to know currently. And the people who don't care to know are the people who won't pay attention to a personal parser because they won't care if they parse well or not.

Without group parsers, these people can sneak into groups and play as poorly as they like without fear, because if anyone so much as says "Your damage is a bit low, would you please try something different?" they can be reported and SE will frown on them at best, ban them at worst. Official or at least legal group parsers, with SE investigating thoroughly if a group's reaction is harassment or not, would be the only true solution. Is it possible for SE to do this at this time? I don't know, but it is what it is, the best solution. While personal parsing is just a bandaid on a giant wound.
