I don't get why people think a personal parser would be all that helpful.

The only benefit an official personal parser would have is to make it available for ps3/ps4 players as well possibly.

directly? no. Indirectly? yes.
PS4 players can now practice more without being dependent on other users to parse them.

If there is a case of legitimate player harassment, the GMs are there to deal with that. However overall player transparency is never a bad thing.
