Parser needs to happen. Harassment is already against the rules and this would definitely help performance overall. Dps rotations are nothing more than forward calculations of numbers to achieve the highest values, the parser is literally a calculator that's set to display and average value. The idea that this 1. Wouldn't help anyone or, 2. Would increase harassment are both objectively unproven. People who harass other will do so regardless and they will be reported accordingly. Self parser would literally have no affect on anything besides allowing a person to calculate their own damage.

A personal parser would be useless for most of the people that need it. The numbers mean nothing without a point of reference, and people that don't bother to learn what their rotation should be probably aren't going to look up what their job's DPS should be.
While I certainly wouldn't object to it being added, it wouldn't be a silver bullet to fix terrible players.
It's a nice idea (which has been mentioned countless times) but the idea is a lot easier to imagine than actually implementing it.
People WILL boast about their DPS, (can totally see E-peen arguments here) and demand other players DPS information for things like farms or statics. I support the idea but it needs to be thoroughly thought out and implemented in a certain way or it will cause more problems than it will solve.

People already do demand you to push decent DPS to join a static, and pretty much every static in the world is parsing anyways.
I totally wouldn't mind DPS demands for PF farm groups. Way better than people demanding i180 for Bitchmarck EX...
And of course if you get killed by a mechanic DPS doesn't matter, since you will die anyways. But if you do execute the mechanics, and still wipe to a DPS check, then DPS DOES matter.
And of course just as others who say that DPS doesn't matter I have to ask you:
Why are tanks and healers required to play at 120% (do their job and DPS), while DPS players are not even required to play at 20%?!

I'm honestly not sure which side of this argument I want to be on.....
On one hand, I do get curious about my DPS from time to time, and as a PS4 player the only way I can get an average is to manually calculated it through a video of me attacking a striking dummy with a damage log up. I've done this in the past, and while it's quite time consuming, it does serve to sate my curiosity. I would also like to be able to privately compare with friends who play different classes....
On the other hand though, I don't feel like hearing the random, "have to get through the content as quickly as possible at all times", players spout their numbers constantly at anyone who slightly underpreforms to their standards. This will occur whether the parsers are private or group, though in group it will be far worse because they'll have raw numbers at their disposal to use as ammo against other players. Either way, if parsers are implemented into the game, people will be more inclined to try and "force" groups to share numbers because they know that everyone will have the tools to check it. There will be a significant chance that PFs in particular will start require a parse of over "x" amount from players before allowing them in, as well. Of course there will be no way to implement this, just as there's no way to implement "have cleared before", but it will certainly serve to further limit the amount of players actively using the PF, as well as cause a lot of unnecessary drama and lying with regards to "my numbers are better than yours". While I'm aware that there is a good chance that this won't be taken quite to these extremes, (or at least not as often), I still dread having to deal with players who do take it to that level, and particularly the ones who either vote to kick or abandon because "the numbers aren't right", even if the group could still clear the content with ease.....
I will say once again though that I'm not really sure which side to be on in this. While I listed more cons than pros, they still weigh about the same in the long run for me. The bad will happen in some way or form regardless, but will likely be enhanced with parsers being included in game. The good on the other hand would be quite useful, and fun for people who just like raw information and comparing with friends, but as I said, at least some of said info is obtainable without parsers, even for console players like me, if you choose to put in a little time and effort. Of course, these are just my personal reasons for and against it, and as I'm on the fence regarding it, I'm fine with whichever ultimately comes to pass in the future......
