Nope. If you check all the other cities, they show the zone name, e.g., New Gridania. To name that one Ishgard would make it inconsistent.

Then by that logic they should both say "Ishgard - The Foundation"

To use Gridania as an example again, it doesn't say "Gridania - New Gridania." Nor, last I checked, does Ul'dah say "Ul'dah - The Steps of Nald."

Hmm...Weird. Guess that's the zone name, then. Doesn't change the Gridania example, though. Unless, I suppose, if you want to argue that all the zones should be rename in the Ul'dah style, but it would be easier to just rename Ul'dah.

It is correct, if you look at the grouping it is divided up by "region" (Coerthas) "area" (Foundation) and aetheryte (Foundation). It is also noticeable on the mini-map. Ishgard is broken up into 2 "areas" Foundation and The Pillars. When the mini-map is up it doesn't say Ishgard either, it is the 2 map "areas".
