ARR Big Fish still RNG with HW's gear

My fisher is 60 and I currently using Dhalmelskin outfit with hallowed dark chestnut fishing rod (Gathering 448 Perception 363). I tried catching Oschon's Print but it still RNG to catch... Is catching big fish not affect with how big your stat is?

Gathering has an effective cap on various fish, similar to the way Perception has an effective cap. Going over that effective cap does not help on that fish, though it will help on higher level fish.

Use patience. I recently finally caught shino and finished Feast of Famine using patience.
