I wish you luck with it. I'd also like to say that I was by no means attempting to discourage you when I started discussing the over all size of the city itself, just making a note since I suspect that most people, such as myself, have never taken the time to actually look around the city and think of the scale of it. As you said, it would probably be best if you ignored actual scaling when it comes to placing Foundation in relation to the upper city, at least until, (if there is an "until"), we get to explore the inner city.....

I'm very much looking forward to seeing how this project of yours unfolds, and will definitely check back in this thread from time to time.....

I'm trying to work on it more for the time being but it's hot and I found some inconsistencies in my build, and since it's too heated I can't properly think on how to solve them. I'm mostly working on the sides of the plaza between the Last Vigil and the Jeweled Crozier these times, for reference. I didn't drop it or anything, I'm just taking a very short break since I've been working on it every single day for a week and a half. I'll post more screenshots soon, don't worry.

It's also a possibility that we haven't been able to explore the entire city yet and there could be more areas within Ishgard opened up in later content. Mor Dhona has undergone construction throughout the game, so perhaps we'll see more of the city down the road.

After a short hiatus, I'm back on track with a small update on the build. It's even on-topic too, since I found these windows that have halls (or rooms) behind them, which are clearly inaccessible. They're illuminated at night too.



The funny thing is, in-game, the arch underneath the middle window there is off-center, as is its entire section. Go take a look, it's right off the Jeweled Crozier's south side.
