Yes, but that is NOT why people sub. Just because it's not written in the ToS it does't mean it doesn't exist. How many people would be left if they announced they would stop making new content? ToS wouldn't change but you know the subs will.

They ARE expected to create new content, it is not some collective delusion by the entire playerbase like you're making it out to be because we expect something that was never promised in the ToS.
