The thing is no one really says "I am entitled to X", it's usually people on the other side of the debate claiming they are saying that and putting words in their mouths in an attempt to silence complaints. I think to some degree this is more an issue of the word 'entitled' being overused and thrown all over the place when it's not even relevant.

As paying customers there is a degree of expectation that we will be given X content for our Y money. That's not acting entitled, that is just how the service works. When the devs delay the release of new content we are essentially getting less for our money. The current lack of fun things to do in game for most people at the moment has also left most of the population waiting for 3.1, so having it postponed when it's all most of us have to look forward to is doubly frustrating.

Basically people are bored because the expansion left us at 60 with less to do than when we were at 50 and now the patch expected to fix that has been delayed leaving us with a five month gap when they previously said it would be three. That is not acting entitled. That is being annoyed that the quality of the game is going downhill. If the devs need a break then by all means let them have one, but this should have been planned in such a way that it didn't cause a two month delay to the release of new content when the game is desperately in need of something to keep players paying their subscriptions.

This delay is in no one's interests so it's justified for the players to voice their concerns about it.
