How exactly is someone going to steal your target and reset it? If it works like hunt mobs, you know that they are immune to provoke.

If someone wanted to steal it, they'd have to be attacking it before you did or at the same time, right? And, say someone wanted to be a pest and grabbed it the same time you did and started running, couldn't someone get it off them before it leashed? At best they'd have the slightly more amount of threat as the party did and they'd not be able to hit it easily while they ran.

Hunt targets were not originally immune to Provoke when the Hunt was first released. Some people fear a repeat of that.

Tanks in their tank stance can generate absurd amounts of enmity with their enmity combos. It is quite easy for an equally geared tank to "steal" enmity from a DpS or Healer even if the DpS/Healer had a short lead.
