JP Data Center Elemental Congestion (possibly international in-outbound throttling)

I just want to bring this to SE's attention.

Ever since the launch of Heavensward, latency for foreign users in the Asia, SEA, and Oceanic regions has utterly deteriorated.

    Two suspects:

    1. Extreme user congestion within the Square Enix LTD labeled network, causing latency to increase nearly two fold, which can be alleviated with a simple "flip of a switch" In the case of extreme user congestion, both domestic and off-shore users will experience the roughly 200 ping

    2. Traffic shaping, targeted throttling, only offshore users are experiencing excessive latency, originating from the Square Enix labeled network.

(3.) NTT - Nippon Telegraph and Telephone, a major ISP in Japan is known for overselling their bandwidth (which is poor a poor business practice in Internet lingo), Any traffic going through an NTT network is congested. In the case of the current tracert, traffic is not going through an NTT network to reach Tonberry, however occasionally the traffic does go through the NTT network in which case the latency becomes unplayable. I'm sure a large company as SE is on negotiating terms with a giant such as NTT.

The investigation, have domestic users been filing complains about excessive latency issues? If not, there's an internal network error or targeted network engineering change that creates an unfair environment.

The solution to 1. If extreme congestion becomes a persistent issue, then its time to allow, free off-data-center-transfers. A particular leader in the genre of MMORPG have been featuring free-off-world transfers from extremely congested realms/datacenters to less congested ones. SE and users stand to benefit from such a feature.

The solution to 2. fix it. As is, its playable but extremely inconvenient, when avoiding telegraphed attacks is a major game design which is heavily influenced and unfavorable beyond 150 ping.

Balls in your court, please investigate this matter.
