I'd say that's incorrect about how many people actually care. The majority playerbase does not care about PvP for it being PvP. They care about having different/new content to partake in that fulfills some means of accomplishing their goal, which in this case means Eso capping. When 3.1 comes out, expect a longer queue time and less 72man matches. Maybe a month or two later, depending on how the new content works, queue times might return to what they are now, which again isn't a whole lot of people that care that it's PvP (meaning they don't want specifically PvP, just something different from the normal routine). The very low activity of PvP after it's new and the frequency of meeting the same people when you queue again should raise a flag for that fact. Since the two dungeons available have been run so many times as is, some folks are taking to PvP because it is essentially faster and you don't have to even win to get your reward. Some datacenters might have enough for 2 separate groups for PvP active, but most either have one full or barely enough to start at any given time. That's a pretty low representation of players that WANT to specifically PvP, when compared to PvE. Wolves Den is the lowest representation of PvP activity between the two PvP setups, as it almost always is when it comes to ranked small group warfare in any game.
