That's not really true. You can have a setup which provides a guaranteed currency-style drop, which can then be collected and used to eventually purchase items. With a system like that you know that if you put in X amount of time/effort you are guaranteed a reward.
As an example, our two newest extreme primal battles use this system (expanse totem, hive totem). Yes, you're receiving an item with a 100% drop rate, but that item by itself can be used for nothing. You must accumulate several of them (e.g. 10) before you can obtain an item.
I'd rather have to turn in 10 totems than depend on a 10% drop rate. Sure, you can get lucky on the latter and obtain your reward on your first attempt. You can also get completely screwed and not see it for thirty attempts. That's what sucks about RNG: you can put in the time/effort yet still not have anything to show for it in the end (except frustrations).
